This time, @jim_DFF is tagging in alongside Frank to reveal our consensus rankings. Whether you’re assessing college football talent or betting on the FIFA World Cup at LegalBet, finding success comes down to the same thing: identifying the picks everyone else is sleeping on before the market catches up. With that, let’s dive into our top 10 ACC quarterbacks from a C2C perspective.
1. Jaron-Keawe Sagapolutele, California

Why He’s Ranked Here
Jaron-Keawe Sagapolutele is one of my favorite quarterbacks in the ACC because he has already shown he can produce at a high level while still having plenty of room to grow.
What stands out to me is his poise. He doesn’t look like a quarterback who is overwhelmed by the moment. He stays calm in the pocket, delivers the football accurately, and has enough mobility to extend plays when things break down.
I also like that he already has a full season of ACC experience under his belt. With another offseason in the system, I believe he’s capable of taking another step forward. He’s the type of quarterback I want to build around in C2C because he gives you production today while still carrying long-term Devy value.
Verified Stats
In 2025 at California, Sagapolutele completed 316 of 492 passes (64.2%) for 3,454 yards, 18 touchdowns, and 9 interceptions. He also added 4 rushing touchdowns.
Recruiting Profile
According to 247Sports, Sagapolutele was a four-star quarterback, an Elite 11 finalist, and one of the premier quarterbacks in the 2025 recruiting class. California’s official athletics site notes he finished his high school career with 10,653 passing yards, setting Hawaii’s all-time passing record while throwing 46 touchdown passes as a senior.

In almost every supplemental draft, Sagapolutele is already going to be on a roster, and you’ll likely have to acquire him through a trade.
Startup Draft Outlook
In startups, Sagapolutele is one of my favorite quarterbacks to target. He already has proven production, and I believe his value can continue to climb as he gains experience.

Biggest Question
Can Sagapolutele take the next step from a productive starter to one of the elite quarterbacks in the ACC? I believe the talent is there. Now it’s about turning strong production into consistent difference-making performances.

Sagapolutele checks a lot of boxes for me. He has already shown he can handle ACC competition, and I like the way he plays the position. He doesn’t rely on running around to make plays. He wins from the pocket first, and that’s the type of quarterback I’m always looking to build around.

2. Darian Mensah, Miami

Why He’s Ranked Here
Mensah is headed into his third season as a starter, posting some impressive numbers as a redshirt freshman and sophomore at Tulane and Duke over the past two years. He was a semifinalist for the Davey-O’Brien Award in 2025, earning second-team All-ACC honors as well. Mensah is a high-IQ player who can diagnose a defense quickly and displays above-average accuracy in the short and intermediate areas of the field.
Mensah comes into the 2026 season with one of the better production profiles in the FBS and heads to a Miami program that both helped Cam Ward become the number one overall pick in the 2025 NFL Draft and revived Carson Beck’s college career and 2026 NFL Draft stock.
Verified Stats
In 2025, Mensah threw for nearly 4,000 passing yards and 34 touchdowns, with just 6 interceptions. From a career perspective, he’s on pace to surpass 10,000 career pass yards in 2026. Mensah provides very little on the ground, with only 100 career rush yards and 2 touchdowns.
Recruiting Profile
According to 247Sports, Mensah was a three-star prospect coming out of high school, only receiving offers from Tulane and Idaho State at the D1 level. He was ranked outside the top 100 quarterbacks in the 2023 graduating class on this recruiting platform.
Supplemental Draft Outlook
In almost every supplemental draft, Mensah is already going to be on a roster, and you’ll likely have to acquire him through a trade.
Startup Draft Outlook
In C2C Superflex startup drafts, I think you can consider Mensah once the fourth round hits. It would be a stretch to put him in the top 36 overall prospects, but I would consider him in the top 50.

Biggest Question
Does Mensah have the talent profile to make a difference on our dynasty rosters? He will be an excellent Campus asset in 2026, but with his limited rushing ceiling and pedestrian arm strength, I struggle to see a scenario where he’s a long-term starter on the NFL side and a must-start fantasy asset.
Always Be Scouting Take
Mensah provides a high fantasy floor in 2026, given the program he’s playing for and the recent success the quarterbacks there have found. If the 2027 quarterback class ends up being quite competitive, Mensah does have the option to stay in college and declare in 2028. He’s a safe, consistent Campus asset with potential Canton upside.

3. CJ Bailey, NC State

Why He’s Ranked Here
CJ Bailey is ranked this high because he already has two years of college production and still has room to grow.
The first thing that stands out is his size. Bailey is listed at 6-foot-6 and 213 pounds, giving him the frame NFL teams look for at quarterback. He also plays with confidence. He is willing to challenge tight coverage and does not back away from difficult throws.
Bailey took a clear step forward in 2025. His completion percentage improved, he threw for more than 3,100 yards, tossed 25 touchdown passes, and added six rushing touchdowns.
What I like most is that Bailey creates most of his value as a passer. He is not a true dual-threat quarterback, but he has enough mobility to extend plays and can add a few touchdowns near the goal line.
Verified Stats
In 2025 at NC State, Bailey completed 273 of 397 passes (68.8%) for 3,105 yards, 25 touchdowns, and 9 interceptions. He also rushed 89 times for 215 yards and 6 touchdowns.
For his career, Bailey has completed 469 of 699 passes for 5,518 yards, 42 touchdowns, and 19 interceptions, while adding 494 rushing yards and 11 touchdowns.

In almost every supplemental draft, Bailey is already going to be on a roster, and you’ll likely have to acquire him through a trade.
Startup Draft Outlook
In startups, Bailey is a strong quarterback target because you are getting proven production with developmental upside. He can help your Campus lineup now while still having room to increase his long-term C2C and Devy value.

Biggest Question
Can Bailey continue developing as a passer while becoming more consistent against pressure? His lower release and throwing motion were concerns in his original 247Sports scouting report, so his continued development will be important.
Always Be Scouting Take
Bailey is the type of quarterback I like investing in because we are no longer guessing whether he can produce. He already threw for more than 3,000 yards and accounted for 31 total touchdowns in 2025. Now the question is how high he can climb. If he keeps improving his decision-making and consistency, I believe he can become one of the better quarterbacks in the ACC.

4. Kevin Jennings, SMU

Why He’s Ranked Here
Jennings is headed into his redshirt senior year at SMU and his third full season as a starter. He has more college experience than most heading into the 2026 season, with nearly 1,000 career pass attempts for the Mustangs. His experience and proven fantasy success make him a premier option on the Campus side.
Verified Stats
In 2025, Jennings threw for 3,641 yards and 26 touchdowns, adding another 4 scores on the ground. He posted similar numbers in 2024, with roughly 3,600 total yards and 28 total touchdowns. The biggest concern is the turnover rate, with 24 interceptions over the past two seasons.
Supplemental Draft Outlook
In almost every supplemental draft, Jennings is already going to be on a roster, and you’ll likely have to acquire him through a trade.
Startup Draft Outlook
In C2C Superflex startup drafts, Jennings probably shouldn’t be considered inside the top 150 overall picks. He’ll likely provide you with 20+ fantasy points per game (FPPG) in 2026, but he provides little to no NFL upside, so he really only appeals to the contending Campus rosters.

Biggest Question
Can Jennings get back to his 2024 rushing production (or better) in 2026? If so, he has the potential to post a top-12 overall finish at his position, given how well he projects from a passing perspective. He’s highly mobile, but the fantasy production hasn’t always matched that.
Always Be Scouting Take
Jennings is an undersized, error-prone quarterback, pretty much eliminating any chance of dynasty upside. However, he could be a borderline league winner in Campus leagues for 2026 if he hits his ceiling outcome. He’s an excellent target in the middle rounds of your startups if you’re looking for cheap win-now points.

5. Travis Burgess, North Carolina

Why He’s Ranked Here
Travis Burgess is one of my favorite freshman quarterbacks in the ACC because I believe he has the tools to develop into a high-end college quarterback.
What stands out to me is his combination of size, arm talent, and athleticism. According to 247Sports, Burgess has a live arm, can push the football down the field, and has the athletic ability to create in the RPO game and when plays break down. That’s the type of quarterback I like investing in for C2C and Devy.
North Carolina has a quarterback with tremendous long-term upside, and I think he’s one of the better freshman investments in C2C and Devy.
Recruiting Profile
According to 247Sports, Burgess is listed at 6-foot-4 and 193 pounds and was rated a 95 overall prospect, the No. 115 player nationally, the No. 9 quarterback, and the No. 12 player in Georgia in the 2026 class. 247Sports highlights his live arm, deep-ball ability, athleticism, and ability to create in the RPO game and as a scrambler. Their evaluation also notes that he still needs to improve his accuracy and decision-making.
Supplemental Draft Outlook
Burgess is exactly the type of quarterback freshman supplemental drafts are made for. If you’re drafting for long-term upside, he should be one of the quarterbacks selected.
Startup Draft Outlook
In startups, Burgess is a bet-on-talent quarterback. He may require patience early, but quarterbacks with his physical tools and developmental upside don’t stay undervalued for long.

Biggest Question
Can Burgess continue developing as a passer after the torn ACL that ended his senior season? The physical tools are easy to see, but improving his accuracy and decision-making will determine how quickly he earns meaningful snaps at North Carolina.

Burgess is exactly the type of freshman quarterback I like targeting before the breakout. He has the size, arm talent, and athletic ability to become a difference-maker. If you’re building for the future in C2C or Devy, he’s a quarterback I want on my roster.

6. Mason Heintschel, Pittsburgh

Why He’s Ranked Here
Mason Heintschel took the starting job from Eli Holstein in 2025 as a true freshman, flashing some real upside that ultimately resulted in Holstein transferring out. He showed tremendous poise under pressure for such a young player, with pre-snap awareness and processing abilities beyond his years. Heintschel is far from a flawless prospect, but it appears Pitt has found their long-term quarterback.
Verified Stats
In 10 games of action, Heintschel threw for 2,354 yards and 16 touchdowns to 8 interceptions. He added another 88 yards and two touchdowns on the ground as well. The efficiency numbers were far from elite, but for a true freshman, they were completely fine.
Recruiting Profile
Heintschel was a high three-star recruit on 247Sports, ranked as a top 50 quarterback in the 2025 class on this recruiting platform. While he had a number of FBS offers, Pittsburgh was the only P4 offer he received.
Supplemental Draft Outlook
In almost every supplemental draft, Heintschel is already going to be on a roster, and you’ll likely have to acquire him through a trade.
Startup Draft Outlook
Heintschel is a great mid-round target in C2C Superflex startups. He showed us exactly what we want to see out of a true freshman quarterback, and has two to three more years of college production. It’s unclear whether he’ll develop into an NFL-caliber player yet, but with a 15.3 FPPG season under his belt already, his floor of the Campus side should be relatively high.

Biggest Question
The biggest question with Heintschel is whether he’ll become an elite college fantasy producer. He doesn’t provide a ton of rushing upside, and there’s a possibility he’s simply better for real life than fantasy, stuck in that 16-18 FPPG range his entire college career.

Heintschel is an intriguing C2C asset, given his Year 1 production and the possibility he turns into a legitimate NFL starter one day. I believe the kid has what you’re looking for between the ears, but does he have the physical tools? Time will tell.

7. Steve Angeli, Syracuse

Why He’s Ranked Here
Steve Angeli is ranked here because he finally has the opportunity every quarterback wants: the chance to lead his own offense.
After spending several years waiting behind other quarterbacks at Notre Dame, Angeli transferred to Syracuse looking for a fresh start. We haven’t seen him play a full season as the starter yet, but when he has gotten opportunities, he’s shown he can move the offense and take care of the football.
I like quarterbacks who get a real opportunity to prove themselves. Angeli isn’t going to beat defenses with his legs, so his value will come from making good decisions, delivering the football accurately, and taking advantage of his chance to be the starter.
Verified Stats
In 2025 at Syracuse, Angeli completed 98 of 156 passes (62.8%) for 1,317 yards, 10 touchdowns, and 2 interceptions. He also rushed 23 times for -33 yards and 1 touchdown.
For his career, Angeli has completed 156 of 236 passes (66.1%) for 2,089 yards, 20 touchdowns, and 3 interceptions.
Supplemental Draft Outlook
Angeli will likely be available in supplemental drafts unless your league has very deep rosters. He is worth considering if you need quarterback depth or a possible starter, but I wouldn’t reach for him early.
Startup Draft Outlook
In startups, Angeli is a late-round target, usually in Round 25 or later. At that price, you’re taking a shot on an experienced quarterback who could give your Campus roster solid production if he wins and keeps the starting job.

Biggest Question
Can Angeli handle being the starter for an entire season? We’ve seen him play well in limited opportunities, but now he has to show he can do it over a full schedule.
Always Be Scouting Take
I’m not drafting Angeli expecting him to become a superstar. I’m drafting him because opportunity matters, and he finally has one. If you’re looking for quarterback depth late in a startup or a value pick in a supplemental draft, he’s worth taking a chance on. Sometimes the best value comes from players who finally get their shot.

8. Alberto Mendoza, Georgia Tech

Why He’s Ranked Here
Alberto Mendoza heads to Georgia Tech for his redshirt sophomore campaign, following two seasons with Indiana, where he played behind his older brother, Fernando, in 2025. With former Yellowjacket quarterback Aaron Philo at Florida now, Mendoza is locked into the starting role in 2026. Given that his brother was just selected first overall in the 2026 NFL Draft, it’s hard not to get excited about Alberto’s possible ceiling.
Verified Stats
Mendoza was highly efficient in limited action for the Hoosiers, throwing for 286 yards and 5 touchdowns on just 24 attempts in 2025. He showed off his legs as well, with 190 rushing yards and a touchdown on 13 attempts.
Recruiting Profile
Mendoza was a three-star recruit coming out of high school, ranked outside the top 100 quarterback prospects in his class on 247Sports. He had a number of FBS offers, but Indiana was the only P4 offer he received.
Supplemental Draft Outlook
There’s a good chance Mendoza is available in your supplemental drafts, given he was a backup quarterback until this point. I wouldn’t consider him ahead of the top freshman prospects, but he may be a good target in the second or third round, depending on how deep rosters are.
Startup Draft Outlook
Mendoza is someone I’d consider in the early-double-digit rounds of C2C Superflex startups. Drafting him any sooner feels like a bit of a reach, considering we haven’t seen a large enough sample size at the college level to form an opinion one way or another.

Biggest Question
Can Alberto follow in his brother’s footsteps and become a legitimate NFL prospect? It’s a bit early to say, but when we’ve seen him on the field, he’s been great. I do question the arm strength and the ability to improvise when plays break down. Hopefully the rushing production we saw in 2025 was no fluke, and he provides a bit more on the ground than Fernando offers.

Alberto is a true “mystery box” pick, but one that could pay massive dividends in the next few years. He should be a serviceable Campus asset in the meantime, while we find out if the NFL traits are there or not.

9. Beau Pribula, Virginia

- Jim’s ranking: 11th

Why He’s Ranked Here
Beau Pribula is ranked here because he can score points in two ways. His rushing isn’t consistent enough to call it a safe weekly floor, but it gives him another way to help your Campus lineup when the passing numbers aren’t there.
His 2025 season at Missouri was disappointing compared to the expectations, but it was also his first real chance to lead an offense. He completed more than 67% of his passes, rushed for nearly 300 yards, and scored six times on the ground. The nine interceptions are the part that needs to improve.
Now Pribula gets a fresh start at Virginia. He brings starting experience, but the job is not automatically his. Virginia’s official site says he is competing with Eli Holstein and Cole Geer, so winning the starting role is the first step.
Verified Stats
In 2025 at Missouri, Pribula completed 182 of 270 passes (67.4%) for 1,941 yards, 11 touchdowns, and 9 interceptions. He also rushed 95 times for 297 yards and 6 touchdowns.
For his college career at Penn State and Missouri, Pribula has completed 219 of 326 passes for 2,365 yards, 20 touchdowns, and 10 interceptions. He has also rushed 189 times for 868 yards and 16 touchdowns.
Supplemental Draft Outlook
Pribula could be available in supplemental drafts, depending on roster depth. If he’s still on the board, I’d be interested because starting quarterbacks always have value in C2C. He isn’t someone I’m reaching for, but if he wins the job at Virginia, he could end up being one of the better values in the draft.
Startup Draft Outlook
In startups, I’m not looking to draft Pribula early. He’s a late-round value because you’re betting on the opportunity. If he wins the starting job at Virginia, I think he can return more value than where you’re drafting him.

Biggest Question
Can Pribula win Virginia’s starting job and become a more consistent passer? His mobility adds another element to his game, but the 11-to-9 touchdown-to-interception ratio shows he still needs to become a more consistent passer.

Pribula is a quarterback I’m willing to take a chance on because opportunity matters. A fresh start at Virginia gives him a chance to compete for the starting job, and starting quarterbacks always have value in C2C. I’m not reaching for him, but if he wins the job, I think he can return more value than where he’s currently being drafted.

10. Bryce Baker, Virginia Tech

Why He’s Ranked Here
Baker is headed into his redshirt freshman season for Virginia Tech, following a redshirt year with North Carolina in 2025. Frank is bullish on Baker, having him ranked as the 7th overall ACC quarterback from a C2C perspective. I’m considerably lower on Baker and higher on Ethan Grunkemeyer (who I have ranked as my QB7 in the ACC), the projected starter for the Hokies in 2026. Grunkemeyer showed plenty of promise at Penn State last season, taking over for an injured Drew Allar, and followed HC James Franklin over to Virginia Tech this offseason.
Recruiting Profile
Baker was a highly touted four-star recruit on 247Sports, ranked as the 12th-overall quarterback in the 2025 class. Baker received offers from major programs across the country, electing to stay in his home state of North Carolina as a freshman. His recruiting profile states he’s a pass-first quarterback with the mobility and burst to break off chunk plays on the ground. He was a multi-sport athlete in high school and a 1,000-point scorer in basketball. Baker has the ideal frame for an NFL quarterback, with a compact throwing motion and above-average arm strength.
Supplemental Draft Outlook
Given how highly recruited Baker was coming out of high school, it’s unlikely he was dropped by anyone during the season, even though he redshirted. If he is available in your supplemental drafts, I wouldn’t take him until the top handful of freshmen quarterbacks come off the board.
Startup Draft Outlook
Bryce Baker would be well outside my top 250 C2C prospects at this time. Being the projected backup in 2026, it’s unlikely he’ll see an increase in fantasy value anytime soon, unless Grunkemeyer faceplants and Baker takes over. If you’re past Round 25 or so and want to throw a dart at a high-upside prospect, I wouldn’t be against betting on Baker.

Biggest Question
The biggest question at this point would be whether Bryce Baker finds a home as a starter in 2027. Maybe another year of learning on the sidelines will allow Baker to transfer and produce quickly next year. Baker may have been a big recruit coming out of high school, but failing to beat out Gio Lopez and Ethan Grunkemeyer is slightly concerning for his long-term outlook.

I’m comfortable missing out on the potential upside of Bryce Baker. He still had four years of eligibility remaining, so I’m certainly not writing him off, but this is a situation where I’d prefer to see the product on the field before fully buying in.
